Promote energy transformation, focus on a green future, and achieve the "dual carbon" goal

2023/10/23

In 2020, China made a solemn commitment to the world: striving to achieve carbon peak by 2030 and carbon neutrality by 2060. The proposal of the "dual carbon" goal signifies a wave of "energy revolution" in China.

As the world's largest energy producer and consumer, China's "rich in coal, poor in oil, and low in gas" characteristics have formed its long-term energy system structure dominated by coal. How to "break" and "establish" and work together with other countries to explore the path of green and low-carbon energy innovation? At the 24th Asia Pacific Electricity Conference held in Xiamen from October 20th to 23rd, over 2700 attendees focused on the theme of "Green, low-carbon, and bright future", clarifying directions, discussing cooperation, and analyzing paths.

New direction: Start a lasting battle for decarbonization and build a new type of power system

The energy and power industry is a pillar industry of China's economy, which is related to the lifeline of national economic development.

According to the statistics of the World Resources Research Institute, the carbon dioxide emissions of China's power industry account for about 40% of the total carbon dioxide emissions generated by the national energy consumption, of which coal power is the most important source of carbon emissions.

To achieve the "dual carbon" goal, decarbonization of electricity is the key to breaking the situation.

This year, the "Comprehensive Smart Zero Carbon Power Plant" has been built in multiple parts of the country. Dai Li, Director of the Development Department of State Power Investment Fujian Company, said that the "Comprehensive Smart Zero Carbon Power Plant" has no factory buildings and does not burn coal. It prioritizes the consumption of "green electricity" generated by "wind, light, water" and other factors. It aggregates scattered power loads from factories, shopping malls, and even residents' homes, and through intelligent regulation, forms a "smart power plant" that interacts with the power grid to achieve true zero carbon.

The construction of a "comprehensive smart zero carbon power plant" is a new energy transformation model innovatively created by the National Power Investment Corporation. As the world's largest solar, new energy, and clean energy power generation enterprise, the National Power Investment has installed over 169 million kilowatts of clean energy, accounting for over 70%. Li Baoqing, General Manager of State Power Investment Corporation of China, stated that the group is comprehensively promoting the development of integrated clean energy bases with complementary energy sources such as light, wind, water, and storage, promoting the interconnection and deep coordination of multiple energy sources.

In 2021, the main power generation enterprises in China invested 520.3 billion yuan in non fossil energy power generation, accounting for 88.6% of the total power generation investment; In 2022, China's clean energy power generation reached 2.54 trillion kilowatt hours, a year-on-year increase of 5.3%; In the first half of 2023, the installed capacity of renewable energy in China exceeded 1.3 billion kilowatts, historically surpassing that of coal-fired power... A group of data shows that China's power industry continues to improve on the path of decarbonization.

The report of the 20th National Congress of the Communist Party of China pointed out that we should accelerate the planning and construction of a new energy system. The new power system is a key link in the new energy system.

Focusing on the 'what' and 'how to build' of the new power system, Fujian has proposed the development vision of building a Southeast Clean Energy Hub, a high-energy distribution network platform, and a 'digital Fujian power' ecosystem, achieving the 'three major three priorities' of leading clean and low-carbon levels, safety and stability levels, and efficiency and efficiency levels. "said Ruan Qianfeng, Chairman and Party Secretary of State Grid Fujian Electric Power Co., Ltd.

Fujian is one of the three provincial-level demonstration zones for the new power system in China, and the "three major and three pioneers" are a "new" path that Fujian has explored in the construction of the new power system. In Fujian, the construction of new power systems is in full swing, including hydrogen energy vehicles, virtual power plants, microgrid demonstration projects for offshore fishing, wind and solar energy storage and charging, and the Fujian Guangdong interconnection project.

The underlying logic of the new power system is to ensure safe and stable power supply. The new power system is not only an energy revolution, but also a technological and institutional revolution. In the eyes of many experts, the construction of the new power system is like running a marathon. In the future, more entities such as energy enterprises and energy consuming units will participate in the construction of the new power system.

The current global energy landscape is undergoing profound adjustments, and we should focus on building a new type of power system that is clean, low-carbon, safe, efficient, supply-demand coordinated, and flexible and intelligent, to promote the construction of a new energy system. "Xin Baoan, Chairman of the Asia Pacific Electricity Council and Chairman of State Grid Corporation of China from 2022 to 2023, said.

New Opportunities: Competing for the "trillion level" New Energy System

Faced with the urgent pressure and potential development opportunities of the "dual carbon" goal, power industry enterprises are rubbing their hands, especially power generation enterprises in central and state-owned enterprises. The drastic changes in the competitive landscape of the power industry have brought new opportunities for investment in various sectors.

Entering the exhibition site of the 24th Asia Pacific Electricity Association Conference, over a thousand technological achievements such as hydrogen production equipment, intelligent energy meter digital workshop, and international energy IoT AMI system were presented in a concentrated manner. Among them, the research and demonstration projects on carbon dioxide capture and resource based energy utilization technologies exhibited by the National Energy Group were eye-catching, attracting many guests to visit and inquire.

Thermal power plants emit smoke from chimneys, and we remove dust to allow the gas to enter the absorption tower. The absorption tower can effectively absorb 90% of the carbon dioxide in the gas, and then we carry out gas-liquid separation, drying and liquefaction steps to achieve carbon dioxide purification and utilization. "Feng Wei, a staff member of the New Energy Technology Research Institute of the National Energy Group, introduced.

On June 2nd this year, this technology was implemented in Taizhou, Jiangsu, and the largest thermal power carbon dioxide capture, utilization, and storage project in Asia was completed. It can capture and consume up to 500000 tons of carbon dioxide annually. Feng Wei told reporters that carbon capture, utilization, and storage projects have characteristics such as high capture efficiency and product purity, low capture energy consumption and decarbonization costs, and fewer operating personnel, which combine social, ecological, and economic benefits.

Industry insiders believe that thermal power is still the "ballast stone" of China's electricity production, and transformation is needed to make it clean and low-carbon. This provides a new business opportunity: research and development of thermal power emission reduction and carbon reduction technologies and supporting equipment. Data shows that as of the end of 2022, only 13 coal-fired power carbon dioxide capture, utilization, and storage projects have been put into use in China, and the total capture capacity is far from meeting the "dual carbon" target requirements. Thermal power transformation has a broad market.

In the long run, the seasonal adjustment gap caused by the gradual withdrawal of thermal power is expected to be filled by new energy sources such as hydrogen energy.

Outside the venue of the Xiamen International Convention and Exhibition Center, hydrogen buses shuttle back and forth, transporting attendees to various exhibition halls. It is understood that this hydrogen bus is equipped with a hydrogen fuel cell system independently developed by the State Power Investment Corporation of China. It uses hydrogen as the raw material, only emits pure water without secondary pollution, and can reduce carbon dioxide emissions by 70 kilograms per 100 kilometers traveled.

Zhao Zhihao, a staff member of the Ningbo Manufacturing Branch of State Power Investment Hydrogen Energy Technology Development Co., Ltd., told reporters that compared to ordinary electric vehicles, this hydrogen powered vehicle has a charging time shortened to 10 minutes, a designed range of about 600 kilometers, and can be used normally in low temperatures below -30 ℃.

As a renewable secondary energy source, hydrogen energy has the characteristics of clean, low-carbon, and storable, solving the problem of long-term balance of power and electricity in power systems dominated by new energy. It has great potential in application scenarios such as the consumption of renewable energy and grid peak shaving.

Li Xuhong, Deputy General Manager of China Huadian Group Co., Ltd., stated that in order to build a new type of power system, China Huadian has accelerated the development of hydrogen energy, established a hydrogen energy technology research center, and independently developed high-power alkaline electrolysis cells and megawatt PEM electrolysis water hydrogen production devices. In September of this year, the Delingha PEM electrolysis water hydrogen production project was put into operation in the high-altitude area of Qinghai, China, promoting the full chain development of the hydrogen energy industry's "production, storage, transmission, and use".

The potential of the hydrogen energy industry is enormous. In addition, the book "New Power System and New Energy System" written by State Grid of China points out that the scale of industries such as energy storage, comprehensive energy, and energy internet in the new energy system will also reach a trillion yuan level.

New Situation: Promoting New Energy as a New Field of International Energy Cooperation

The Asia Pacific region accounts for over one-third of the world's population and over 50% of electricity consumption, and will face issues such as strong energy demand growth, imbalanced energy resources and infrastructure, and heavy tasks of clean and low-carbon transformation for a long time.

The world energy system is no longer capable of fulfilling its responsibilities, and all signals indicate that global warming will exceed 1.5 ℃. Therefore, achieving carbon neutrality and maintaining world energy security is an urgent task for countries to work together to build a community with a shared future for mankind, "said Angela Wilkinson, Secretary General and CEO of the World Energy Council.

In order to cope with global challenges such as climate change, energy security and environmental pollution, in recent years, China's power industry has deepened international energy cooperation, especially green and clean energy cooperation with countries jointly building the "the Belt and Road", and promoted the export of new energy technologies and products.

In Kazakhstan, the Zanatas 100MW wind power project is the first project invested and constructed by China State Power Investment Corporation in the Central Asian region. It not only alleviates the power shortage situation in the southern region of Kazakhstan, but also plays a demonstration and leading role in the "decarbonization" goal of Kazakhstan's energy system.

In Tanzania, the Julino Hydropower Station is located in the lower reaches of the Rufiji River, and is the largest hydropower station under construction in Tanzania with the largest total installed capacity. It is currently the largest hydropower project with the largest one-time export capacity in China.

In Dubai, China Huadian provides relay protection and communication equipment for the 900MW photovoltaic power generation project of Marktoum Solar Park Phase V.

According to the data of the China Electricity Council, since the proposal of the "the Belt and Road" initiative was put forward ten years ago, China's major power enterprises have completed 119 projects with a total investment of more than $30 million in the "the Belt and Road" countries, with a total amount of $22.17 billion; Approximately 997 power engineering contract contracts were signed, with a total amount of 154.45 billion US dollars. Especially since 2021, the proportion of new energy investment has significantly increased, maintaining at over 50%.

For a long time in the past, 90% of Cambodia's power supply was fossil fuels, but now we have over 50% of our electricity supply coming from renewable energy. "Ji Bisher, Director of the Power Generation Department of Cambodia Electric Power Company, said that in the past four years, China has invested in a hydropower station in Cambodia every year, which has made Cambodia basically universal in electricity supply and one of the countries with the fastest electrification rate in the world.

Over the past decade, China has been sharing advanced technologies and programs, and a number of green energy cooperation projects have been completed. Under the framework of the joint construction of the "the Belt and Road", China has strengthened energy cooperation with other countries, and achieved tangible and impressive results.

Statistical data shows that in 2022, new energy has become the field with the highest number of foreign investment projects in China's power industry, accounting for approximately 58%. Among them, there are 8 solar power generation projects with an investment amount of 1.331 billion US dollars; Six wind power projects with an investment amount of 519 million US dollars. China's overseas project development and investment mainly focused on photovoltaic and wind power have begun to take shape, covering Southeast Asia, Europe, Oceania, and Latin America.

China is recognized as an undisputed global leader in the field of renewable energy, "said Qiu Xiujin, President of Singapore Energy Group and New Energy Grid Corporation.
