Portugal and Norway are actively strengthening floating offshore wind power connections

2023/9/25

The Portuguese cluster Forum Oceano and Norwegian offshore wind power company have signed a Memorandum of Understanding (MoU) to strengthen cooperation between their supply chains.

Both Forum Oceano and Norwegian offshore wind power are committed to developing a strong floating offshore wind power supply chain.

Ruben Eiras, Secretary General of the Ocean Forum, said: "Floating offshore wind power is Portugal's abundant blue renewable energy source, which has high monetization potential in the current decade and has a regenerative impact on marine ecosystems

Norwegian offshore wind power stated that to date, the Oceano Forum has been an important partner in these activities, and the memorandum of understanding aims to lay the foundation for new contracts between companies in the two countries when implementing regulatory frameworks.

Establishing a deep partnership with Norwegian companies is the only way to accelerate the development of Portugal's marine industry. It will lay a solid commercial foundation for the elastic industry value chain between two marine countries, "said Eras. In fact, efficient floating offshore wind power will not only replace Portugal and the EU's fossil fuel imports, enhance their sustainable energy security, but also create a competitive technology export driven industry for Norway and Portugal.

The Portuguese government has set a target of 10 gigawatts of offshore wind power installed capacity by 2030, to be allocated through competitive auctions starting from the fourth quarter of 2023.

The first auction proposes the construction of 20 x 500 MW plots, including seven plots from the three northernmost regions. The three regions awarded in the first stage are located in Viana Fort, Lexus, and Figurata Dafosh. These proposals in the Renewable Energy Development Sea Area Allocation Plan (PAER) are scheduled to be approved in the fourth quarter.

This memorandum of understanding will strengthen NOW's business in Portugal and provide an opportunity for the Norwegian supply chain in one of the most attractive floating offshore wind markets in Europe. This memorandum of understanding is a supplement to the memorandum of understanding signed with Wavec earlier this year, "said Einar Tollaksvik, head of the Portuguese Norwegian offshore wind industry leadership working group.
