According to information disclosed by the Trade Relief Investigation Bureau of the Ministry of Commerce of China on the 22nd, Brazil has decided to continue to suspend anti-dumping duties on polyester fiber yarns originating in China and India for a maximum period of one year. If the anti-dumping measures are not re implemented upon expiration, they will be terminated.
At present, Brazil ranks in the top five domestic short fiber exports, and its export volume in July was 5664 tons, an increase of 50% month on month, and a year-on-year increase of 24% from January to July, resulting in a significant increase in export volume. From the anti-dumping arbitration conducted by Brazil on staple fibers in previous years, it can be seen that there has only been one anti-dumping arbitration in the past two years, and the arbitration result is that no interim measures will be taken temporarily. Recently, Brazil has decided to continue to suspend anti-dumping duties on polyester fiber yarns originating in China and India. Due to potential export grabbing measures by domestic short fiber factories in the second quarter, the export volume of short fibers has significantly increased. Brazil's export volume may decline in August and September, and it is expected that the export volume of short fibers to Brazil will continue to increase from January to December 2023.
As a major exporter of polyester filament, Brazil's export volume of polyester filament increased significantly in July, with a month on month increase of 28.4% and a year-on-year increase of 9.2% from January to July. Therefore, some customers have started to stock up in advance, and the export order atmosphere is good, resulting in a significant increase in Brazil's export volume in July. According to the Trade Remedy Investigation Bureau of the Ministry of Commerce of China, Brazil's anti-dumping measures have been postponed again. Once this news is released, it is expected that Brazil's export volume from August to September may decrease due to early stocking, and the atmosphere of export orders will return to calm in the later stage, with little impact on the market.
Overall, due to the imminent expiration of Brazil's anti-dumping measures in the early stages, Brazil's export volume has significantly increased this month. The anti-dumping measures in Brazil have been postponed once again, and polyester product exports are expected to be in a downward trend from August to September. As the year-end approaches, according to previous years, the market will stock up early, so polyester export volume may rebound to some extent in the future.
